This flapper permits you to determine how much of a flush you need by requiring that you hold down the handle for the entire time you want to flush. In that sense, it is a water saving flapper. However, it is a slow quiet leaker. After only 6 months, I realized that it did not seat properly all the time. By shutting off the toilet valve I determined that on it was leaking at least 2 to 4 tanks of water on most days.
