Can this product be used to prime an old pressure treated wood deck?

No, the Zinsser Cover Stain is not recommended for priming wood decks, or any surface subject to foot traffic. You could consider the Restore Deck Start Primer to prime a pressure treated wood deck.

I already have a painted surface that was obviously NOTwell enough prepped; there is primer and at least two coats of water-based paint over several knots that have bled thru all that; can I still sand and apply Zinnser cover stain effectively ?

Primer-Sealer Stain Killer Cover Stain(R) - 3.78 L - White is rated 4.0 out of 5 by 1.
Rated 4 out of 5 by from Lock & Block the walls As a pro painter I use this product sparingly as the application of this product requires proper ventilation and respirator. It's an oil based product and does the job every time. It locks in odors and blocks out stains. For 'smoker' homes, this is the product of choice. We used bowls of white vinegar - post application to help deal with the smell as it was cold out. It says it dries quickly, roughly 2hrs, however we let it cure overnight before applying the latex topcoat. This product has its purpose and does what it says. Choosing and using the right primer is important.
