what is this switch intended for? Does it sense outside barometric pressure vs pressure in the house and turn on a booster fan when negative pressure occurs in the house?

This Power Air activator is installed on the furnace and it senses when the furnace "kicks in" and the air hot/cold starts to flow for automatic year round operation of all air booster models. The activator is induct air pressure activated Ready to wire to furnace blower or wall switch.

can pressure sensitivity be adjusted/

Yes it does, however it is extremely sensitive to pressure drop. It is hard wired and may need to be balanced by a technician.

Rated 1 out of 5 by from Relay is awful This thing does not work properly - the issue is not the relay turning on when it senses pressure but it turnin off again once pressure is no longer there. It is a normally open relay but appears to stick closed and you have to tap it to get it to revert to the normally open state. don't waste your money on this device
