How dark does this get on Maple?

The Watco Buther Block Oil will darken the maple slightly. It's best to try applying the material to a small, inconspicuous area first to ensure look and color meet expectations.

How is it food safe yet poisonous?

While the Watco Butcher Block Oil shouldn't be ingested in it's liquid form, it dries to a completely non-toxic, and food-safe finish once applied.

Would this be something to use to seal and protect wooden planter boxes for outdoor use? I am looking for something food safe as I will be growing herbs I plan to use in cooking.

 once cured most finishes, even varnish are inert.  Outside, an oil only finish will last about 5 minutes in the sun and rain only stronger varnishes will hold up. Outside the best protection in a garden is the wood itself, high oil woods like spruce cedar and pine will last longest. The main reason oils are used on salad bowls is that they won't flake off like varnish when struck with a knife.  This isn't a concern in a garden
