Is this used for below grade for the outside of the cement basement walls.  I am building a flower bed and I do not want the soil from the flower bed resting against my stucco walls.

Not a good use in my experience. Foundation wrap would be a better fit.

We have R22 rockwool in our 2x6 exterior wall (vapor barriered). Plans show 1.5" rigid on top of the V.P., then 2x4 interior walls for elec, plumb, R19. Will 1.5" Wallmate work for this rigid portion of our wall?

Seby it's a double stud wall, and was designed as to be higher R-value due to our reliance on solar for electricity and in floor heating. We won't be insulating our "true" interior walls, but rather the inner 2x4 portion of our 10.5" thick outer wall.

Is this product water proof, like enough to where it could be placed in water

Hello Ry the builder guy. DuPont's Extruded Polystyrene material is a closed cell product, however, it is moisture resistant and has low water absorption (not waterproof). We do not recommend this product be in contact with constant contact of water.

We have a 70' x 5' length of thermopane windows. Can I use this product to bury the windows and further reduce heat transmission?

There's not enough information here to properly answer the question. Do you really have 70 feet of window to cover, or 70 inches? Above grade or below? When you say "bury", do you mean cover on the interior side, and then build a frame wall in front, or do you really mean cover on the exterior side, and then cover with dirt. Is this a temporary fix or permanent installation?

for the basement using 2" wallmate - do you still have to add insulation to reach R20 (in Burlington, ON) and do you still need an plastic air barrier between the wall studs and drywall?

Two inches of rigid will give you R10 and you need R20 on concrete basement walls. Tape the seams, spray foam the edges.  Batt insulation on top (I recommend Rockwood) will give you another R14 for a total of R24. Do not add vapour barrier or you’ll trap moisture.  If you haven’t bought your supplies yet, price out closed cell spray foam.

If you're going to duct the exhaust outside the box then yes, but if not the exhaust will melt the styrofoam.

Can this product be used under the laminate on basement.

Tape seams and cover with plywood before installing laminate. Not the ideal application for wallmate. The name tells you it is designed for wall application. Load on the plywood might crush it and break it up. This not something I would do.
