Can the bulbs be replaced with LED lights?

Yes. I use 3000K LED, 60 watt equivalent bulbs.  Very happy with this light fixture.

Can the light be flipped so the globes face up?

I think so but not sure. Mine are pointing downward. Not sure that there will be enough light if they are pointing up. It is a nice light though.

It does not come with bulbs. The instruction book says to use 60 watt bulbs.

Rated 4 out of 5 by TR122 from Great light, frustrating stickers These lights are very nice, They were packaged with the wattage sticker on the front of each bulb receptacle (which maybe required) unfortunately they did not easily peel off easily. I spent more than 30 minutes using various products to remove the residue left my the stickers. In the end nail polish and a stainless steel cleaner did the trick....very frustrating. And I also have a matching 3 light that has the same stickers.....

The vanity is very well lit though. I have not yet changed it to point up, that may help. I used 4 CFL bulbs that are completely hidden by the glass shades, so the ugly spirals can't be seen.

Please be aware that it does not have an electrical box in order to mount you will need to have the electrical box in place On my case my previous light did not have one and the mount comes specifically to be mounted on an electrical wall box
