yes.  any sand will do.  "Play sand" is just another word for sand that has been sifted out and given a wash.

Rated 2 out of 5 by scubasteve from Good size and consistency but very dusty I bought three bags for my daughter's large sandbox. The sand is a gray colour, with varying size particles. I was disappointed to see how dusty it is, and have had to do a lot of washing to lessen the dust that billows up when she plays with it. Perhaps I got a duff batch, but I wouldn't recommend this product.
