Does this have an inside shelf?

No, there is no inside shelf. However, one can fit one of these kitchen adjustable shelves just fine (what I did). It is otherwise a very sturdy built. A bit hard to put together, though.

Is this bar table rain proof? Meaning if anything in put inside the storage area will it stay dry?

Dear AthenavsApollo, This classic wicker table could be served as a temporary shelter for your belongings. However we don't recommend our customer to store things inside especially those could be easily damaged by water or rains since this table was not designed to be a water-proof table. Thanks!

Rated 4 out of 5 by sczscz from I bought one of the sideboads and decided to buy one more. The only problem with both items is that the doors don't remain shut. You have to constantly close the doors.

Rated 4 out of 5 by Higgins from Wicker sideboard Brown colour It was really easy to put together. It was supposed to be brown but it had grey mixed in with it so it wasn’t exactly the same as the rest of my furniture.
