Description
This ROCKWOOL insulation is specifically engineered for exterior walls, cathedral ceilings, attics, basement walls, exposed floors, and heated crawl spaces. You will appreciate all of its qualities including excellent sound absorbency, easy to cut material, non-combustible, non-corrosive, water resistant. In addition to all of these features, it is chemically inert, does not rot or sustain vermin, does not promote mildew or fungi and is CFC and HCFC-free. The formula is made from natural and recycled materials. 5.5 x 15.25 x 47 in. Covers up to 39.8 sq. ft. R22. Wood fibres.

Is this product suitable for insulating basement headers, or is there a better choice? What would I use to seal around it?
Comfortbatt® is applicable.
For the sill / header’s areas, you trim the batts to size the space, ensuring on the width dimension to measure the physical space and trim batt an inch wider to provide that pressure fit. On the depth and length dimension you would cut to the appropriate length and use the appropriate thickness for the depth of space

i am make a room in the basement can i use this to be put on the cement floor would that make on kind of problem
Typically you would pressure fit within sub floor wood framing. Not recommended for use as you describe

Better Off with Fiberglass
First Time I've Used this material. Made the Purchase Online and Picked Up the Next Morning from Our Local Rona. These Guys are always Great. I Read the Cautionary Notes and Realized that I'd need an N95 Mask, Goggles and Long Sleeves and the Importance of Showering Once Your Finished. If I had it to do over, I'd have chosen Fiberglass which is so much Safer these Days AND its Less Money...
