I believe that you can paint them. They are laminate so you will have to sand them first and use a good quality primer before painting with your final colour.

Can you purchase a extra shelf?

I purchased a Rubbermaid laminate shelf board 12” x 36” in white from Lowe’s for $18.99 and had a Lowe’s associate cut it for me to the correct length of 30 1/2”. Lowe’s does this for free in their lumber department.
