Not as pictured.
I recently purchased this hose cart with the expectation of the never flat tires. What I received was air-filled tires. There are two products made by Liberty Garden Products with the Manufacturer's number 871; 871-S which is the product shown, that has never-flat tires, and 871-L which is the product I received that has air-filled tires. For some reason, no one at Lowe's realizes or cares that this is a discrepancy.

Maybe the product we have been looking for !
So far the assembly when as the instructions said. It rolls very well on air tires. The crank is smooth and has enough torque to roll a long hose without too much effort. We have tried others and this one seems to be much better construction.
