Can I install these on a garage floor. Looks like it would be OK, waterproof, etc..

Assuming your garage floor is concrete, you should be able to install (use some foam underlay to help smooth out any imperfections). But how long it might last depends on  how you use the garage. I wouldn’t park a vehicle on this stuff. Would be OK if garage is used as a workshop. If you’re in an area with big temperature swings, that could also be an issue if your garage isn’t climate controlled.

Is this flooring waterproof or water resistant. It says waterproof on the description but water resistant in the specifications.

What is the IIC for sound for this flooring?

As this flooring does not have an underlayment, a sound rating is not spec'd by the vendor. Consider using Mohawk Home Choice 1 Luxury Vinyl Flooring Underlayment Item#: 833243, which has an IIC rating of 72.

Does this product require an underlay when used in a basement on a concrete floor? I've gotten conflicting answers and need clarification. Thanks.

Underlayment is not required, but will result in a much warmer floor. The only material requirement for installing over concrete is a moisture barrier.

Would recommend underlay as I found this floor colder than the laminate. No problems with installation whatsoever. Used "Dulux Wet Pavement , with white feature walls and the result is stunning.
