Could this be used over a shorter garden fence for additional privacy? I have a very basic black decorative fence that's about 4-5 feet tall that offers no privacy and could love to somehow include a few lattice panels of possible

Yes, with proper structure and moldings added, the lattice can absolutely be used above your fence. It would probably look nicer if cut to two or three foot high though.
