Zero is a better rating
The review where the person says these break like a number 2 pencil is spot on. I had drilled pilot holes to ensure my shelf was mounted on the level. I went to use the first one, admittedly with my drill. It shattered into several small bits. I looked on the package and while it does not say I cannot use a drill, I figured it was my mistake. So I grabbed another one and this time used a screw driver, as recommended. SNAP, just like the previous one it shattered into many bits. So either I have Man of Steel strength or these things are just garbage....While I would love to think the former, I will go with the latter.

Did I get a faulty batch???
I bought these to install a wall shelf at home. I normally buy a version of these from another faster store but I figured they were all pretty much the same.
These are extremely brittle! I snapped two with my screwdriver on the first hole. I discovered if I work the anchor gently like a small tap I can get them in the wall with out breaking. Then when I was putting the screw in the anchor shattered in the wall! I wasn't even fully tightened and I was applying just enough torque to get the screw to go in! Now my bracket is hanging on the wall from a half screwed in screw because the end of the anchor is stuck on the screw. I'm going to have to cut the screw and punch out the broken plastic anchor. Finally I took one brand new anchor and snapped it in my fingers with less force than breaking a #2 pencil. THESE THINGS ARE HORRIBLE! Eight in a box. I got one successfully in, one snapped in the wall and four broken in the trash. I'm throwing out the rest and stealing a few good ones from work tomorrow. Maybe I got a bad batch but wow this is frustrating. Stretched my job from an hour to two evenings and drywall repair!
